John
P. Palmer
Project Manager of

Development
John was born in 1972 in
Hayward. He attended
Tracy area grammar
schools and in 1990
graduated from Tracy
High School. In 1994,
John graduated from the
University of
California, Davis with a
Bachelor of Science in
Environmental Toxicology
and in 2001 he obtained
a Masters in Public
Administration from
California State
University, Stanislaus.
Upon graduation from
Davis, John worked
briefly in the aerospace
industry. In 1997, John
went to work for the
City of Tracy Public
Works Department and in
2000 was promoted and
transferred to the City
of Tracy Development and
Engineering Service
Department as a Planner.
It was during his tenure
with the City of Tracy
that John went back to
school and obtained a
Master's in Public
Administration. As a
Planner for the City of
Tracy, John was directly
involved in numerous
residential, commercial
and industrial projects.
Through his experience
with the city, John has
extensive knowledge and
understanding of the
city's development and
planning processes. John
accomplishments with the
city were demonstrated
through several
promotions. John also
served as a board member
for the City of Tracy's
Mid-Manager Bargaining
Unit and participated in
employee benefit and
compensation
negotiations.
In 2005, John went to
work in the private
sector for J.B. Anderson
Land Use Planning.
During his tenure with
J.B Anderson, John
worked on numerous
development and land
entitlement projects
including the
preparation of master
planned communities and
specific plans,
development impact fee
analyses, CEQA
compliance and land
acquisition due
diligence reports
throughout San Joaquin,
Stanislaus, Merced, and
Contra Costa Counties.
In 2006, John came to
work for Souza Realty &
Development as Project
Manager of Land Planning
and Development. John
coordinates and oversees
the entitlement and
development of
residential, commercial,
and industrial projects.
John provides consultant
services, helping
property owners,
developers and builders
gain development and
land use entitlements,
and has extensive
knowledge of City and
County process and
procedures. John has
experience working with
staff and elected
officials as a project
proponent, and also
experience with the
selection and management
of sub-consultants often
required for development
projects.
John and his family live
in Tracy and are active
members of the
community. John is a
member of the Tracy
Tomorrow & Beyond
committee and the Urban
Land Institute.
